I would assume that it has a purpose in addition to increasing costs. The tool appears to be made of brass which is softer than screw steel or stainless steel. This is important because the slightest damage to the screw will ruin the aesthetics (which is 100% of the quality of this screw). So if you allow standard tools, people will use standard tools made of steel and make it random.
And besides, 60 bucks for 1 tool is noisy if you are willing to spend 40 Per Screw
