Your editorial “Holding Russia to account for war crimes” (FT viewMarch 25) describes the obstacles to successfully prosecuting Vladimir Putin and his partners in crime.

The main difficulty is the selection of an effective judicial body for any trial.

However, establishing the Russian guilt for the horrific events of the past month should present no problem since the Kremlin has admitted responsibility. Kremlin spokesman, Dmitry Peskov, in an interview with CNN on March 22, said that Russia’s special military operation in Ukraine proceeds in accordance with previously set goals and plans. “It [the special operation] is going on strictly in accordance with the plans and with purposes that were established beforehand. ”

By the Kremlin’s own account the devastation, the bombing of civilian targets, the appalling loss of life, the millions of refugees, the cruel fate of Mariupol and death of thousands of Ukrainian and Russian soldiers were all part of the plan. No further comment is possible.
